Large file on FTP server--what is it?

I've been away for a while, and I recently checked the list's FTP server.
There's a huge file there, but no explanation of what it's for, who wrote
it, or anything else. Can anyone enlighten me as to the 1.8 megabyte
winzip81.exe file?

It should be a shareware program for ceating zip files.
