I have been able to create a new workform. I think I am following the
user's manual correctly, however the newly created workform doesn't show
up on the workform list. Why? It is probably something simple. Can
someone please advise?

Hi Gary Young
Depending on the Procite version you are using, a simple mistake could be:
When you are creating the new workform, you must enter a new "Workform
title" (in the upper left corner af the screen).
If you forget to do so (or if the current name is already in use), you can
see the workform physically created on your harddisk, you can edit it from
within Procite, but it will not show up in your workform list when
creating/editing new references.
Quite a few users has been puzzled by this :-)

Hi, Gary,
Besides the suggestion Kaare Jacobsen gave you, be sure that the new workform is
in the same drive and directory as the program-supplied workforms. It's been a
long time since I myself have created workforms, so maybe this is done
automatically. However, it's worth checking. After all, it's the simple things
that we often overlook!
