Problem with keyword list

Hello listmembers :

I'm from National Library of Estonia. We are working with ProCite for a long
time now, about 10 years but that kind of problem we haven't seen before.

We have several bibliographic databases, they all are in one system. They
all have the same international settings ("General" is choosen for sort
language). Normally entries in the keyword indexes in our databases are
sorted so, that first come keywords which start with numbers, and then other
keywords in one alpabet (regardless of capitalization).

Now, one of our databases has different keyword list. In this database (same
sorting and settings), numbers are first, then come keywords which begin
with capital letter and then all other keywords with small letters.

It is not normal if you want to find word with some letter, you will find
only one or two organizations or coutry names and then you have to scroll
down the list to find other words which start with this letter.

I didn't find any solution to solve this problem. Maybe some of you knows
what to do.
