Bill,
It's picking out angle values within a certain tolerance. Reduce TOL to
about 10^(-7) and it'll only return one angle.

"mathcad" [mathcad] Vlookup problem finding
ptscience.com angle of maximum value of error
vector
Having trouble finding the angle corresponding with the maximum value of
an error vector using vlookup. It returns multiple values even though
there is only one legitimate value. Tried "match", but got a similar
result.
Attached mathcad file is in Mathcad 11 format. Attached data file is a
tab delimited text file.

Bill,
An automated version of Samir's suggestion, plus another possibility.

Bill,
Another variation, implementing the desired 'vlookup' function without
changing TOL.
