I've probably missed something ...

But: is the Library of Congress "up" and working...? I've
downloaded the latest Connection file (Macintosh) - and it just spins
and spins and goes nowhere.

I haven't looked at the latest LC connection file, but EndNote screwed
up several years ago by distributing a connection file that used IP
number instead of hostname to identify the LC server. The last time
I checked, they still hadn't fixed their error.

LC changed the IP number for their server in May 2000. The Library of
Congress connection file distributed with EndNote 4 uses an IP number,
which explains the problem. You need to edit the connection file; the
only thing you need to change is the server address, from 140.147.237.50
(obsolete) to z3950.loc.gov.

Note also that the "About this connection" window of the LC connection
file contains a link to LC's Z39.50 information page:

LC's Z39.50 server may not be as robust as they would like; there may
be times when one is unable to connect, even with the correct settings.
Try, try again.
