Ambiguous citations

With in-text citation styles like APA5 and Harvard, EndNote seems to
treat references like the following as ambigious citations and inserts
initials although there is a different year:
Rose, E. J. B. (1969). Colour and Citizenship: A Report on British Race
Relations. Oxford, UK.: Oxford University Press.
Rose, P. I. (1981). Some thoughts about refugees and the descendants of
Theseus. International Migration Review, 15, 8-15.
Citations display as
(PI Rose, 1981) and (EJB Rose, 1969)
A student wishes to have (Rose, 1981) and (Rose, 1969) when the years
are different but to retain the use of initials to differentiate if the
years are the same eg (PI Rose, 1981) and (EJB Rose, 1981)
Is anyone able to suggest how it could be done?
