The 'filter' files are Endnote Support's business. If you report any
errors, they will definitely need some time to fix the bug. I think you
will get a response eventually.

Subject: Reporting errors in import filters
I have found a couple of errors in the official EndNote RefMan RIS
import filter. I have sent an email about this to EndNote support, but I
have not received any reply so far.
Does anybody have any experience with reporting errors in EndNote
filters , connections, styles?
The problem is not that I cannot update the filter myself: I already did
that.
The problem is rather that when our students download references from
our MetaLib Digital Library website, they all have the same errors.
It is very easy to correct the errors, for instance: the RIS tag "SN" is
mapped to "Notes" instead of "ISSN" in the Journal Article template.
