Most certainly. If you use the same library, and only update it on one
system at a time, carefully synching it, so that it functionally remains
one library, the ref numbers will stay. However, if you need to recreate
from scratch or backup after a catastrophic failure, ref numbers are not
guaranteed to be unchanged. That being said, I should add that my
physical filing system (reprints mostly) is based on the ref number, and
has been for the last 10 years or so, still using the same, ever
expanding library (I started using EndNote way back when the version
number was still 1.something.
